invisible elements: consultations with city council, county council, local community, local shopkeepers, supermarkets, housing department and traffic engineers revealed:

1. that despite a sharply increasing birth rate, there was no requirement for new public housing due to mass emigration in the 80s.
2. the largest supermarkets held all the trump cards during the recession of the late 80s. if the council didn’t fulfil their requests for space and car parking capacity, they would build their supermarket in the neighbouring town, and retail in waterford would suffer.
3. car ownership was still increasing despite the recession.
